Notice of Nondiscrimination
The College of Micronesia-FSM (COM-FSM) complies with Title VI of the U.S. Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, and the Rehabilitation Act of 1973. COM-FSM does not discriminate in Mappers of employment or admission to educational programs and activities because of race, color, place of origin or ancestry, marital status, sex, religious or political preference, age, or physical handicap.

“No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits, or be subjected to discrimination under any education program or activity receiving U.S. Federal financial assistance.”
Title IX of the Education Amendments of 1972, and its implementing regulation at 34 C.F.R.
Part 106 (Title IX)
Title IX of the Education Amendments of 1972 (“Title IX”), 20 U.S.C. §1681 et seq., is a federal civil rights law that prohibits discrimination on the basis of sex in education programs and activities that receive U.S. Federal financial assistance. It requires colleges and/or universities receiving U.S. Federal financial assistance to take steps to prevent and address sexual harassment (including sexual violence), gender-based harassment, harassment and bullying, discrimination against pregnancy and marital status, and related retaliatory acts.
College’s Commitment to Title IX Compliance
The College of Micronesia-FSM (COM-FSM) is committed to the safety of our students, faculty, staff and community members; and takes its responsibility to ensure that its learning and working environments are free from all forms of discrimination harassment, or violence, very seriously.
COM-FSM has a zero tolerance for sexual harassment, which is includes unwelcome sexual advances, requests for sexual favors, and other verbal, nonverbal, or physical conduct of a sexual nature, and sexual violence. Sexual violence, as U.S. Office of Civil Rights (OCR) uses the term, refers to physical sexual acts perpetrated against a person’s will or where a person is incapable of giving consent. A number of different acts fall into the category of sexual violence, including rape, sexual assault, sexual rapery, sexual abuse, and sexual coercion.
COM-FSM has a zero tolerance for gender-based harassment, which is unwelcome conduct based on a student’s actual or perceived sex, including harassing conduct based on a student’s gender expression, gender identity, transgender status, gender transition, or nonconformity with sex stereotypes.
COM-FSM has a zero tolerance for discrimination against harassment and bullying, pregnancy and marital status, and related retaliatory act, which may include giving students failing grades, preventing students from participating in school activities, and threatening expulsion against any individual who exercises his or her rights under Title IX. As such, it is a violation of college’s policy for any employee, student or third-Party at COM-FSM to engage in discrimination, harassment, or violence.
Reporting Title IX Issues
The college has designated a Title IX Coordinator who is responsible for ensuring COM-FSM complies with Title IX, which includes managing and coordinating efforts to prevent and address discrimination and harassment, including responding to and investigating all complaints of sex discrimination, sexual harassment and violence, gender-based harassment, discrimination against harassment and bullying, pregnancy and marital status, and related retaliatory act.
If you believe you or someone has been subjected to sexual harassment or any other form of sexual or gender-based discrimination under Title IX, you should report such misconduct or ?le a formal complaint with the Title IX Coordinator, or any of the following point-of-contact.
